feat(measure): bottone Avvio Produzione placeholder dopo primo ciclo misura

- Bottone "Avvio Produzione" appare solo dopo il primo ciclo confermato
- Conferma visiva "Produzione avviata" dopo il click
- Placeholder per futura integrazione GAIA (TODO nel codice)
